PLANSPONSOR 403(b) Market Survey

The 2025 PLANSPONSOR 403(b) Survey was fielded from February through April via the Qualtrics survey platform. Thirty-two recordkeepers of defined contributions plans participated and reported on their U.S. DC recordkeeping business as of December 31, 2024.

In analyzing our data, we validated any data discrepancies with each provider to ensure the data totals align with the information provided. It is the responsibility of the survey respondent to provide accurate and true data for analysis.

In this segment, we list the 10 largest 403(b) providers in the following areas: total plan assets, ERISA and non-ERISA plans, and plan counts, broken down by four industries. On each provider profile, we feature data on overall assets, plans and participant counts, number of plans by market, number of participants by plan size and services offered.
